According to previous studies,we find that the main influencing factors of corporatestrategic response from the internal and external environment.The internal environment refersto the organization resources capacity,and the external environment refers to the institutionalpressure.On the basis of literature research,this paper constructed the basic model of the“policy enterprise reaction”,and to determine the use of multiple case study method.Thispaper selected three typical enterprises(A Textile Machinery Factory,A Textile Company,and A Soda Manufacturing Company)in the“Dual Transfer”as a case study. By the filedinterview and second-hand data collection,this paper organized and analyzed data,thendescribed the case and encoding.This paper described regulatory institution, cognitiveinstitution,normative institution,organizational resource capacity and the final strategicreactions of the three cases in detail.Reasoning to prove the relationship between these keyconcepts,we led to a new intermediate variable institutional perception. Finally,basedon case studies to further amend and improve the study model “institutionalpressure institutional perception strategic reaction”, then we find the followingconclusions:First,the institutional pressure to determine the institutional perception,themore institutional pressures,the greater institutional perception of enterprise.Second,organization resources capacity has a moderating effect to the relationship betweeninstitutional pressure and institutional perception. Resource capacity enhancements willweaken the institutional pressure’s decisive role in institutional perception.Third,institutionalperception and obedience of the corporate strategic response are positively correlated,thegreater institutional perception of enterprise,corporate strategic responses to obey the higherthe degree.The article comprehensive view of new institutionalism and resource-based theory,andresearch the corporate strategic responses to the institutional pressure. Our innovativeintroduction of institutional perception to explore therelationship between the microstructurestrategy and macroeconomic policy regime. At the same time,the article has expanded thecontent iabout industrial transfer and new institutionalism,especially deepen Oliver(1991) research on the strategic response in the institutionalization process. Oliver’s theoreticalreference to the special policy of dual transfer can get more specific and more operationalconclusions.
