With the development of information technology, human resource management(HRM)sharing services is not limited to the internal of large enterprises, which extends its connotation beyond the organizational boundaries and forms a sharing service center between enterprises. The development of HRM sharing services is conducive to reducing management costs, optimizing administrative efficiency and improving service quality.Especially for small and medium-sized enterprises which are at the disadvantage of talent and management, the key to their advantages lies in the utilization of external resources.Although the government has issued a series of policies to support small and medium-sized enterprises, many of them still hesitate to choose HRM sharing services.Based on the management fashion theory and technology acceptance model, this study starts with the institutional pressure in the institutional environment, introduces intermediary variable institutional trust, adjusts the types of variable industries, and constructs a theoretical model of institutional pressure on willingness of small and medium-sized enteprises to use HRM sharing services. In order to try to explain its impact mechanism more completely and help the government and third-party organizations better understand the decision-making factors of whether small and medium-sized enterprises use HRM sharing services.Based on this, this study conducts an empirical study on 372 small and medium-sized enterprises. The results show that:Firstly, the coercive pressure, mimetic pressure and normative pressure that enterprises feel have a significant positive impact on the trust of HRM sharing services system.Secondly, the coercive pressure and nonnative pressure that enterprises feel have a significant positive impact on the willingness to use HRM sharing services.Thirdly, institutional trust plays a partial mediating role between coercive pressure, normative pressure and willingness to use HRM sharing services, and a complete mediating role between mimetic pressure and willingness to use services.Fourthly, industry types play a moderating role between coercive pressure, normative pressure and willingness to use HRM sharing services.Service industries will increase coercive pressure and normative pressure on willingness to use HRM sharing services. The type of industry has no moderating effect between mimetic pressure and willingness to use.
