On Circular Economy Development Of Hainan From The Ecological Civilization Perspective

Circular economy is a kind of the "resources--product--renewable resources" model ofsustainable economic development, with resource efficiency and recycling for the core, with "reduction, reuse, recycle " for the principle, and with "low consumption, low emission, highefficiency" for the characteristic. The development of circular economy is important meansfor ecological civilization construction and fundamental way to achieve sustainable economicand social development. Although Hainan province has superior natural conditions, richbiological resources, but the industrial development level is low, as to say, many industrialresources, external dependence is strong， circular economy is particularly important forHainan province. Currently in the "national ecological civilization demonstration zone" of thegoal, the development of circular economy is the inevitable choice of Hainan.The circular economy has attracted wide attention in the world。 Japan’s circuling socialconstruction and Germany’s industrialization of waste economy have become the world’stypical model.. Domestic Tianjin and Guiyang go in countrywide front row in thedevelopment of circular economy. The experience of developing circular economy at homeand abroad gives great enlightenment to Hainan. Hainan should base on the condition ofHainan, to strengthen the legislation of circular economy as a breakthrough point, activelyexplore the new pattern of circular economy developmentHainan has unique advantages for circular economy development, such as excellentnatural conditions, the solid foundation laid for many years ecological provincebuilding,reasonable industrial layout and SAR legislative power, but the idea lag-fall,technical level is backward, lack of talent is not conducive to the development of circulareconomy in Hainan. After years of efforts, Hainan in the policy and statute, infrastructureconstruction, key domain construction and other aspects of the development of circulareconomy has made great achievements, construction of Haikou modern ecological circularagricultural demonstration zone, Chanjiang circular economy industrial zone, Yalong Baytropical forest tourism zone on behalf of Hainan circular economy development model, butthere are also circular economy planning unreasonable, for enterprises to develop circulareconomy lack of power, public participation also in the lack.The development of Hainan’s circular economy is the important step to achieve "nationalecological demonstration zone", Hainan should fully understand the importance of developingcircular economy, but also cannot ignore Hainan actual comprehensive to advance circulareconomy overall, but should focus limited manpower and resources on the development of industrial circular economy, at the same time, circular economy of agriculture and tourism,and from strengthening the organization and leadership, improving policies and regulations,accelerating development of science and technology, innovating talent mechanism,strengthening the publicity and education etc,these five aspects to guarantee Hainan’sdevelopment of circular economy smoothly.
