Study On The Supply For Forest Ecosystem Services By Government In Key State-Owned Forest Region Of Heilongjiang Province

The Communist Party and China raise the construction of ecological civilization to "five in one" overall layout, which reflects the high priority of the construction of ecological civilization, however the core of construction, ecological civilization is to increase the production of eco-products. Heilongjiang key state-owned forest is the natural barriers of Songnen Plain, and Sanjiang Plain, and is the main resource of terrestrial ecosystems of Northeast Asia, and also is an important ecological barrier for Northeast and North of China. Special ecological area location and natural environment determine that the ecological services product supply is the most important objective of the state-owned forest operations, and also has an important impact on the country’s overall supply of forest ecosystem services. However, for a long time, management system is not rational in key state-owned forest of Heilongjiang Province, and Over-exploitation of forest resources, results in nearly timber recoverable resource depletion and a serious decline in quality. The eighth forest investigation displays that the forests suffering from pests, fires, climates and other disasters accounted for 49.96%of the whole forest area; ecology degradation or the reduce of total amount of ecological resource has seriously hampered the effective supply of forest ecosystem service products. Therefore, there is an urgent need to explore effective ways to enhance the key state-owned forest ecological services and innovative management system. To solve this problem, this paper brings public management theory into the government for forest ecosystem services supplied by the government in the key state-owned forest of Heilongjiang Province, to promote ecological services for the effective supply of government and to realize cooperation to achieve multiple subjects supply in the key state-owned forest of Heilongjiang Province. It studies deeply specific acts of forest ecosystem services products by government supply and implementing path in key state-owned of Heilongjiang Province, and it provides theoretical and practical lessons on government supply for ecosystem services in key state-owned forest region of Heilongjiang Province.Based on forest ecology, economics and management theory, in order to achieve long-term continuous stable supply of ecological services by government, as the goal in key state-owned forest region of Heilongjiang Province. Based on a lot of literature analysis, basic statistical data analysis and empirical research, drawing on latest research results of forest ecology system management theory, the theory of public goods supply, and the new public service theory; Standing on the forefront of scientific legislation research, and based on the analysis of the characteristics of key state-owned forest running, considering general characteristics of forest ecosystem services product which is different from the public goods, it puts forward the idea of the propositional logic research. Then, try to analyze theoretically the concept of forest ecosystem services supply, the concept and connotation of supply for forest ecosystem services by government. As a logical starting point for the study, and it further analyzes the specific behaviors of government supply and the influencing supply factors, evaluates the efficiency of government supply, and also designs the safeguards and the path of realizing government supply and safeguards in key state-owned forest of Heilongjiang Province.Firstly, it clarifies the concept of forest ecosystem services, the concept of forest ecosystem services supply, and the concept and connotation of supply for forest ecosystem services by government; And based on forest ecosystems management theory, the theory of public goods supply and new public service theory, it analyzes the theoretical basis of supply for forest ecosystem services by government, then puts forward the logical thinking of this research;Secondly, it analyzes supply situation of supply for forest ecosystem services by government in the key owned forest of Heilongjiang Province; it analyzes the supply mode of forest ecosystem services by government, then has an empirical analysis on the supply effect from the three dynamic changes about the total amount, structure and quality of forest resources in the key state-owned forest in Heilongjiang Province through using the every forest inventory data; then it elaborates the actual situations from the funding government supply, the supply structure and supply management of forest resources about the supply for forest ecosystem services by government in the key state-owned forest in Heilongjiang Province. On this basis, it evaluates the situations on the supply for forest ecosystem services by government in the key state-owned forest in Heilongjiang Province.Thirdly, it theoretically combs the affecting factors about the supply for forest ecosystem services by government, and has an empirical analysis using structural equation modeling by the data which are obtained through the questionnaires. Then it uses the GM and principal component analysis method, and makes an empirical analysis on the supply efficiency of forest ecological services by government in the key state-owned of Heilongjiang; it analyzes and explains the results of comprehensive evaluation.Finally, it designs "integrated pluralistic" path and safeguards which can realize the effective supply for forest ecosystem services by government and implementation of safeguards in Heilongjiang Province, the path key state-owned forest ecological supply of government services. It designs the path which can realize the effective supply by the definition of subject of cooperation supply, clearing supply content, optimizing the supply structure, and innovating supply management system.On the basis, it proposes the safeguard measures which include policies, performance evaluation and monitoring, and the external environment construction about the supply for forest ecosystem services by government.It studies the supply for forest ecosystem services by government from the perspective of Public Administration, and uses the theoretical framework to study the government supply behaviors of supply for forest ecological services by government in the owned key forest of Heilongjiang Province. The purpose is to enhance the level of FESS, and to realize the multi-subject cooperation supply, and also to promote ecological civilization construction in the key state-owned forest of Heilongjiang Province.
