Telecommunications services is a typical project sales of products through technical capacity of the telecommunications companies, equipment levels, the rationality of the project design, project follow-up continuity of service, and continuously meet the customer a distinct personality. Therefore, a well-run telecommunications items sold, the inevitable need for a managed, well-planned and pre-sales stage, customer demand for personalized surveys and assessment of technical capacity to meet customer requirements, and thus to support telecom sales.In today’s business activities, behavior and goals of any enterprise can be attributed to the areas of project management. According to the theory of project management the purpose of each activity of enterprises as a project to achieve the effect, the resources invested to achieve the purposes as the resources invested to achieve their goals, a specific project, constitutes a project group, the successful completion of the project group means that the achievement of the corporate strategic objectives.Therefore, this paper aims to pre-stage management and optimization of telecommunications projects. To sort out the previous studies, preliminary to the theoretical basis of this article, further integration of the personal work practice, Telecom pre-market phase of the project management areas as defined in the specific work content analysis, to support pre-sales phase of the project management work to determine. On this basis, on the quality of the project process and product control are two key aspects to enhance the quality of pre-sales phase of the project management work as the starting point. Following this, the principle of control on the progress of the project work, methods and processes in the application of the pre-sale stage to summarize and optimization to make it more in line with the pre-stage characteristics. Then, this build telecommunications pre-sale stage of the project management through empirical optimization analysis system has the theoretical and practical significance. Finally conclusion to improve the quality of the project management of telecommunications enterprises, it is necessary the use of project management theory and methods in the pre-stage to the stage for quality, schedule control, in the pre stage should be to enhance the quality of the entire project management to lay a good quality control-oriented; telecommunications enterprise project management to enhance the quality of project management as a support.
