Shanxi Province is a relatively less developed province in central China with its relatively lowlevel of economy in rural area has been lead to great regional economic disparities. Rural socialpension problem is particularly prominent. In November2008, group organized by State Councilfor better-off of pension practice in modified rural area approved that,15counties (cities, districts)in Shanxi Province has been listed in the first batch of national new rural social pensionexperimental base.till2011, the number has been increased to99, but new insurance in rural area inShanxi Province is still in the pilot stage,with the institutional system and the implementationdetails have yet to be further improved. We have to speculate further on how to improve the ruralold-age security system to enhance rural old-age security and to adapt economic development, sothat rural elderly population can be guaranteed and rural area social pension can play a role inimproving social stability,In this paper some useful pieces of experience have been drawn based on previous studies, andresearch on adaptability between social area pension and economy development has beenstudied.This article is divided into six chapters.Chapter I, Introduction. it describes the background and significance of the research; reviewsdynamics of studies on rural social pension system at home and abroad and also mentionsinnovative aspects and shortcomings.Chapter II, the theory of relation between the rural old-age insurance and economicdevelopment. In this chapter, connotation, characteristics and patterns of rural social pension systemare defined, relationship among pension insurance, the consumer (human capital) and economicdevelopment, are analyzed with generations-overlapping model. The economic development isdecisive in rural area development, which provides background for financial expenditure, therefore,they are interacted, mutually promotedChapter III, the analysis of state of adaptability of relationship among rural social old-ageinsurance and state economic development in Shanxi Province. Also the adaption state is pointed inaccordance with the in-depth analysis of relationship among payment level, farmer’s consumptionlevel, treatment level, income level, management and the loss of rural labor, preservation fund forpension and the adaptability of inflation,Chapter IV, contradictions in Shanxi Province between rural social pension insurance andcoordinative economic development, it is reiterated by analyzing economic lagging Rural economic development in Shanxi Province, increasing rural population flow and population aging problem,low level of financial expenditureChapter V, the decisive factor for rural old-age insurance and coordinative economicdevelopment in Shanxi Province, which is influenced by many other factors, this article analysesRural old-age insurance and coordinative economic development also it discusses, the income leveldual structure in urban-rural area, rural employment, rural land loss.Chapter VI, strategies for coordinating rural old-age pension with economic developmentShanxi Province, to promote rural area farmer income level based on the analysis of currenteconomic situation and rural area pension system in Shanxi province and to increase farmers’income and restructure financial expenditure; improve the social security and legal system on allaspects. Summarize some strategy and advice on co-ordination of rural old-age pension system andeconomic development in Shanxi Province which will serve as the recommendations for improvingthe rural pension system for our country.
