Study On The Performance Evaluation Of Social Forestry Development Mode In Fujian Province

In this thesis, the features, definition and the development of social forestry at home andabroad are summarized, on this basis, the dynamic equilibrium theory of social-ecologicalsystem, sustainable development theory and performance evaluation theory are combined toanalysis social forestry. Related to the development instances of social forestry in FujianProvince, three main modes of social forestry development, namely, the villagersspontaneously model, the government-led model and the forestry enterprise organizationalleadership model, are summarized, and their advantages and disadvantages are also analyzed.By learning from the incentive mechanism of social forestry abroad and incentivemechanisms for other sectors, combining with the specific characteristics of social forestryproduction in Fujian Province, and then according to the literatures as well as interviews withexperts,12indexes influencing social forestry performance are built from the view of thethird party. Using analytic hierarchy process to analysis the influencing factors of the12indexes qualitatively and quantitatively, and the weight value sorts of influencing factors areattained. The results indicated that, the execution of scale management and the technicalsupports as well as preferential policies from the government are necessary to improve theorganizational performance of social forestry.In this thesis, the data were collected by Delphi method to build the evaluation system ofsocial forestry of Fujian province, and three modes of social forestry performance wereanalyzed by fuzzy comprehensive evaluation. The results show that the villagersspontaneously model is the worst one while the forestry enterprise organizational leadershipmodel is the best one.At last, according to the results of the analytic hierarchy process and the fuzzycomprehensive evaluation, the countermeasures of improving the social forestry performanceof Fujian province are proposed to improve its level of development of forestry industry.
