Globalization, informatization and variety and diversity of market demand cause that the competition between enterprises is becoming increasingly fierce. Modern human resources as an important resource of enterprises are strategic factors for sustainable and healthy development for enterprises. With the development of knowledge economy, the growth of the state-owned enterprise relying on traditional resources has gradually weakened. And the core of competition between different companies is gradually into the fighting for human capital. The state-owned enterprise strength between the competitors no longer simply depends on natural resources and cheap labor. The key resource has become the human resources and intelligence and knowledge adhering to human resources. However, at present, most state-owned enterprises haven’t been fully aware of the importance of incentives, only taken staff as a cost rather than capital, but not to establish the reasonable incentive system to motivate their potential. Therefore, the enthusiasm for most of state-owned enterprises staff and working performance is low. How to reasonably use the human resources and how to effectively encourage employees to have their maximum creativity has become a core question for human resources management in modern state-owned enterprise. Therefore, through the research on the problem of incentive system for the state-owned enterprise employees, to discuss a more effective incentive system to perfect the reform of state-owned enterprises and promote the sustainable and healthy development of state-owned enterprise, also to stimulate creativity and keep the enterprise a lasting competitive advantage and improve the international competitiveness has an important significance.Based on literature retrieval, analyzing the present situation and the employee’s incentive and the main problems of the state-owned enterprises, and analyze the state-owned enterprise employees’ incentive mode, the characteristics of the state-owned enterprises are discussed and staff incentive methods, through the examples of state-owned enterprise employees’ incentive method are illustrated as well to find out the studv of countermeasures. This paper based on the state-owned enterprise, referring to and summarizing the literature, is on the basis of reference to western incentive theory. Through the analysis of present situation of employee’s incentive system in state-owned enterprise, the problem could be found for the existing incentive system, and deeply illustrate the reason causing these problems, so as to discuss an appropriate incentive system for state-owned enterprise employees. Taking Zhuhai Port Holdings as an example, through the research and analysis on current status of the company employees incentive situation and the existing problems, author proposes several possible measures and suggestions on perfect salary system, the welfare plan establishment, the evaluation system optimization, employees all-round development focusing, enterprise culture building, the talents selection system building, the withdrawal mechanism improvement, and differentiation of incentives implementation to discuss and study on how to implement of the state-owned enterprise staff motivated methods more effectively and in position. Author just hopes to provide a practical reference to the academic field in employees’incentive aspect in order to improve the competitiveness of state-owned enterprises and play a positive role in promoting the economic development.
