1980’s of the20th century, the harmonious management theory thinks that:simple and effective solution to the management problems can not be attributed to a subjective feelings into objective or scientific aspects, in other words, management must abide by two rules, optimization solution with the objective scientific aspects, subjective feelings with the uncertainty from and try to ensure that both organically integrated, interaction, achieve overall consistency and higher performance. The former management called "Xie", the latter management called "He", the organic integration and interaction will be "Harmony" The theory and further improvement provide the problem of incentive management for core staff of high-tech enterprises in Binhai New Area to an effective way.Based on the harmonious management theory, the theme of harmony is run through the research of high-tech enterprises in the study of human resourse management in Binhai New Area, the theoretical analysis shows that appropriate motivation strategy is necessary for the core staff of high-tech enterprises in Binhai New Area. The paper is structured as follows:Firstly, introduces the related research at home and abroad, grasps the status of the harmonious management theory, humanity hypothesis, motivation theory, and core staff motivation, to lay a foundation for the following study. Secondly, analyzing the feature that, harmonious management theory pays attention not only to the unilateral coordination of the organization, such as the vertical optimization of procedure, technology, and capital, but also to the overall coordination of the different aspects of the organization, such as the horizontal improvement of structure, procedure, organization and motivation, and analyzing the using of motivaton in the human resource management. The paper will introduce humanity hypothesis combined with motivation, through the system design and management of high-tech enterprises in Binhai New Area to realize "mutual amalgamation of motivation", and then improve the work efficiency of the core employees in the high-tech enterprises in Binhai New Area. Thirdly, analyzes the problems of core staff motivation of high-tech enterprises in Binhai New Area through questionnaire investigation, according to the current situation of core staff motivation of high-tech enterprises in Binhai New Area. These problems mainly reflected as follows:Ignore the role of motivation for enterprise culture; There are some errors on the incentive mechanism; Attention to the introduction and regardless of using, lack of space for development on core staff; Lack of scientific and reasonable evaluation on core staff; Lack of specificity and hierarchy on motivation; Lack of targeted on motivation. At last, according to essential characteristic between the human resource management and non-human resource management and also according to motivation effect as the standard of testsing the human resource management. This paper is focused on constructing a core staff motivation model of high-tech enterprises in Binhai New Area, from the dimensions of enterprise, team and individual, by comparison of knowledge staff motivation model, and propose the strategies for realizing the three-dimensional model of motivation in the view of harmonious management from the aspects of "He"motivation and "Xie" motivation, and then guiding the practice of human resource management in Binhai New Area.
