In recent years, rapid social and economic development has greatly promoted the development of modern logistics industry in China. As an important component of the modern logistics industry, the railway freight transportation industry has been greatly developed and made a series of achievements. At the same time, the logistics needs of customers change from traditional transportation services into integrated logistics services. However, there are still a lot of issues in the rail freight industry that affect its function to improve into the modem logistics industry, for example, the transport concept and freight terminals. For a long time, the railway sector has put the concept of organization of production in the first place, instead of the customer demand for the transport products and services. The organization of the freight station is a type of linear functions, so the transacting business process is complex and time-consuming. Besides, the time of cargo transportation is very long and indefinite.On the basis of development of domestic and international railway logistics, this paper puts forward some suggestions about rail freight transport organization methods. The paper analyses the inadequacies in the traditional freight operation process in freight station, and reengineer it. The freight train marshalling plan can not only decide the transport time and cost but also affect the cost of inventory. The paper establishes an Inventory-Transport model which connects the customers and the railway sector. In the last, the paper points out that it’s necessary to make different freight train marshalling plan for different goods. Finally, the paper introduces the layout methods of functional zones in railway logistics park and gives an example of a logistics park.
