At present, our country is in the key period of social transition, and ’Implementingthe Conception of Scientific Development’ and ’Construction of a Harmonious Society’have become the important topics in the development of the economy and society.Building the Rule-of-law Government, the Responsibility Government, and theService-type Government is the main goal of governmental work in our country.Moreover, increasing the efficiency of urban management, strengthening thenormalization and scientific developments of urban management and improvingcommunity satisfaction in urban Management and Services is an important means ofattaining transition.However, there still exists, in China, a focus on urban management and construction,light management, non-standardized management, inefficient management, people’sdissatisfaction, the Government and the establishment of the rule of law, responsiblegovernment and service-oriented objectives and requirements of the Govenrment. Thereis still a large gap between the ideas and the fulfillment of these areas of development.But, pressing problems still exist and attach great importance to Construction and thedisregard of Management, the irregularity of the management, the inefficiency of themanagement and the degree of satisfaction in the lower masses. Compared with theobjectives and requirements of building the Rule-of-law Government, the responsibilityGovernment, and the Service-typed Government, differences still exist. So, it is of greatpractical significance to enhance the normalization and scientific research of urbanmanagement and strengthen the performance appraisal of urban management.Government Performance in the West, also known as "Public Productivity","national productivity","the public organizations of performance ","GovernmentPerformance","the act of govenrment", and so on, have very detailed connotations.Performance Evaluation of the Government are indexed in the areas of the efficiency,competence, quality of service, public liability and public satisfaction. Theperformance of the government investment, outputs, the medium-term results and thefinal results are relfected by assessment, analysis and evaluation in the public sector. Theperformance appraisal process includes six steps: the construction of a performanceappraisal index system, the design of a performance appraisal index with weighted coefficient and grade standard, establishment of regulatory agencies for performance appraisal, selection and establishment of the main body of performance appraisal arrangements for performance appraisal procedures, and the use of performance appraisal results.First, the paper analyzes and introduces the basic theories of government performance management, by360-degree feedback, MBO, KPI, BARS, and the use of theories from within the Administration of Domestic and foreign government. Then, it analyzes quo of the Government Performance Evaluation, existing problems and development direction, and also the government management performance appraisal system for Zhengzhou city’s existing problems. Next, it is used as a reference for the successful experience of the foreign government performance evaluation system "to the rule of law" and "4W". Four objectives of the performance appraisal system are put forth in this article; namely, the legal system of performance appraisal, the diversity of assessment agencies, the key of assessment indicators and the goals of assessment. These clarify5elements, namely,"the rule of law, institutions, indicators, assessment, and evaluation", based on building a government urban management performance appraisal system. Finally, according to the target and thought, the paper is combined with the actual situation of Zhengzhou City management, based its on building the5elements model of the Government’s urban management performance evaluation, and the municipal government urban management improvement performance appraisal index.With the help of the above research, this paper’s innovation is the four targets of performance appraisal, based its on building the5elements model of the Government’s urban management performance evaluation, so as to provide a theoretical basis for building a balance of the three powers of "urban construction, urban management, urban monitoring " in the urban management of Zhengzhou city, as well as attempting to provide a useful inspiration for the future work of our government’s urban management performance appraisal.
