With the continued socio-economic development and growth, China’s aging society also shows theaging, empty nesters trend in the level of the overall health,the elderly population reduction, chronicdiseases, and other disabled elderly increase. Elderly population needs to increase in long-term care offamily and social. In the past30years, our long-term care services made great progress, our governmentalso improve its urban and rural social security system at the same time, concern about the social problemsbrought about by aging. Government insists on the implementation of the "five guarantees" system in ruralareas, the minimum living standard security system, and constantly improve the social assistance system inrural areas to ensure the basic living of the elderly population in rural areas, while promoting new ruralcooperative medical care system and the new rural endowment insurance system. To the majority of therural elderly population basic economic security. However, financial security is only part of the old agesecurity, the elderly need more care services. Due to the great changes in social and family structure, theone-child policy, urban and rural welfare differences and long-term care properties and powers andresponsibilities of the complexity and diversity and other factors, China’s elderly long-term care servicesare also facing a series of challenges and problems. At present, the long-term care services business inChina is still in its infancy, has not yet formed a long-term care system compatible with the economic leveland the trend of aging, Long-term care of the elderly population in rural areas rely mainly on help fromfamily, government and society is extremely limited by the economic situation and the constraints of thereal benefits rural families to purchase long-term care services, limited capacity, the rural elderlyconstraints of material living conditions affect their physical health status, without a healthy body andseriously affect their daily lives. The miniaturization of the family structure, changes in intergenerational relations, the relocation of the family functions, as well as family care, lack of resources, care of the elderlybecome more prominent. The elderly long-term care services in rural areas are the internal need of socialequity, and the inevitable requirement to share the results of economic and social development. The maincontent of this paper is to continuously improve the pension, medical insurance system at the same time,give full play to the advantages of the rural elderly with many children, old age in a traditional familypension on the basis of long-term care. This article believe that home care is currently feasible in ruralareas, long-term care, elderly care sites should return to the family and enjoy the various services providedoutside the home care service system. While emphasizing the role of government to actively encourage andsupport all aspects of the strength of strong contributions, set up or participate in social welfare, explorethe establishment of long-term care insurance system in the community.
