The Employment Problem Of Migrant Workers Base On Human Capital Investment Theory

2012is a fresh new start．The employment of migrant workers is still ahot issue for China’s social development，drawing more and more attentions form various circles of society．This issue was also strongly concernedduring The Fifth Session of the11th National Committee of the Chinese People’s Political Consultative Conference (CPPCC)．Migrant workers have been faced with a series of problems，like great employment pressure，poorworking conditions，high labor intensity，low wages and difficulties to obtain social security and so on，resulting in migrant workers becoming vulnerable groups in the cities．The employment of migrant workers is related to China’s economic development and social stability．Only by solving the problem of employment of migrant workers，and establishing a long-term mechanism of migrant workers’ human capital investment，can it effectively improve China’s per capita income levels， enhance the courtesy of the citizens，narrow the gap between urban and rural and promote the process ofurbanization．In this new era，facing to new problems，what is worse is that the shortage of labors appears in cities when a part of migrant workers returnhome for re-employment or entrepreneurship．To a certain extent，the backflow of migrant workers has some negative impact on the integration of urban and rural areas，however it can play a positive role in new countrysideconstruction．our government should use new concepts．Therefore,we should have a new idea from new point of view, if we want to deal with theproblems of the employment of migrant workers.By the analysis of literature，demonstration and comparison，this paper is mainly researched the theories of the rural human capital investment，analyzed the structure of human capital investment of migrant workers an d the influence of the human capital investment on the employment of migrant workers．Ｍeanwhile，the paper analyse the employment status ofmigrant workers and the main problems they encountered both in production and in daily life，try to arise the demand of investment of human capital for migrant workers，coming up with optimization of this demand and identifying the pattern of the investment of human capital for migrantworkers which is suitable for China’s national condition．The paper proposed optimization schemes of five aspects which are to strengthen the entities of migrant workers’ human capital investment，to complete the relatedregulations，to improve the education and training system of migrant workers’s human capital investment，to build a better health care system ofmigrant workers’ human capital and to establish the transfer system of the investment o human capital，thus giving measures for the migrant workers’ investment of human capital and promoting migrant workers’ conditions for employment and entrepreneurship．...
