It was because China urbanization process had been accelerated and public transportation was gradually developed with the consciousness of energy conservation and emission reduction, low carbon environmental protection. Outdoor new media industry which is based on public transportation facilities was been boomed and developed. VCM Inc. which is the most rapid and powerful company in the outdoor mobile digital TV industry was selected as an object in the paper. The whole developing situation of the industry, the industrial position and social responsibilities of VCM in the current development situation were showed completely by the developing course reviewing and management status analyzing. Problems were analyzed and resolved based on strategies put forward strategy plan for future development of VCM.In the beginning of the paper, the developing course and the business scope of advertisement network of VCM were introduced, the current position in the business and the dynamic developing situation of VCM were showed, and the background of research of the competitive strategies of VCM pointed out. Then, the competitive strategy theories and the study methods was combed, the developing status and developing trend of mobile TV in vehicle at home and abroad were summarized. Then, strategic environment of VCM company was analyzed from both external and internal aspects by KSF analysis method, PEST analysis method and five forces competitive model analysis method. Next, the EFE matrix was used to assess opportunity and threat of external environment and IFE matrix was used to assess advantages and weaknesses of internal environment, then the alternative and concrete strategies were obtained by SWOT matrix analysis. Next, competitive strategy about "integration strategy of media channels" was chose quantitatively by QSPM matrix for the development VCM in next five years. Finally, on the basis of strategic options, the feasibility of implementation of integration strategy was analyzed, the goals and methods of implementation of integration strategy were refined, and implementation measures of integration strategy of media channels were given.
