Since the Third Plenary Session in1978, China’s economic system hasundergone fundamental changes, under China’s unique political system, socialbackground and ideology, the process of institutional change of China’s economicstructure and the way there is a strong Chinese characteristics. China’s banking systemhas experienced nearly30years of Change process, the middle there is the successfulexperience of the experience of failure in theoretical circles but also the reform ofChina’s state-owned commercial bank system carried out the in-depth study on thefuture of state-owned commercial banks reform are put forward their own views. Inthis paper, the course of the reform of state-owned commercial banks to review by thecharacteristics of China’s banking system changes that China’s unique political system,ideology and history and culture, two on the reform of state-owned commercial banksthe reform of property rights and market reforms of the main ideas are not suitable forthe situation of our country’s development. For the future direction of reform for theexisting state-owned commercial banks, the most important task is to strengthen thereform and construction of a banking enterprise, internal corporate governancestructure, to improve the performance of banks.The research method is based on the Western Institutional EconomicsInstitutional Change Theory, Marxist economics theory of institutional change andinstitutional change in the national interest group theory, the use of game theorymethods of analysis and comparative analysis methods for state-owned commercialbanking system the process of change analysis, combined with current researchscholars on the reform of state-owned commercial banks and Eastern Europeansocialist countries experience in banking reform on the two existing banking reformconcept, reflection and summary of that of China’s state-owned commercial banks inthis two aspects of reform has done a good job, and if it continues towards the reformof these two aspects are not suitable for China’s national conditions. The focus at thisstage is to strengthen the reform of corporate governance structure, and establish atrue sense of the modern commercial banks. Further corporate governance reformsaim should be to improve the bank’s internal checks and balances of interest, rationalallocation of human resources of the banks, the establishment of long-term incentives,companies, self-discipline and internal control and legal construction to strengthen thebanking sector competitive environment and system construction.
