In recent years, with the sustained and rapid development of the economyin our country,construction industry as one of the pillar industries has developed rapidly. At the same time,the rapid development of the construction industry has brought the fierce competition in theindustry, especially after China’s accession to the WTO, enterprises are faced with thepressure of competition both at home and abroad. Therefore more and more companies havestarted to go abroad to look for new profit points，and overseas project has increasinglybecome an indispensable part of enterprise development.But restricted by many factorssuch as the difference of political and economic environment, the domestic enterprises stillhave many problems in oversea building projects. Based on the description ofoversea building project related theories, by summarizing experience of overseas projectmanagement and analyzing project bottleneck restriction factors, this paper puts forwardoptimization scheme and related measures of target management system about overseasproject schedule, quality and cost, in order to provide the reference for overseas engineeringmanagement.Firstly, the description of oversea project related theories includes the followingcontents: the basic theory of project management, concept analysis of overseas project,difference research between overseas and domestic project management, overseas projectmanagement development process and knowledge system and overseas project managementmode. Based on this, this paper innovatesproject management in order to adapt to current,regional wide, limited resources project.Secondly, analyze the present situation of overseas project management and the existingmain problems. On the basis of original project management, put forward the research of themanagement concept, establish a sound project management system, fully control andcoordinate overseas resources, to make project management play a positive role. Meanwhile,combine the specific project cases, apply the sound project management system to specificprojects and utilize resources to the maximum extent, in order to improve efficiency andquality of project management, ensure the quality and construction progress of projects,save the project cost,and then realize the whole target of the project.Finally, this paper suggests establishing a sound project management system in order to overcome the defects of overseas project management process and realize effective controlof the target management system about overseas project schedule, quality and cost. Ofcourse, this project management system still need to be tested and improved, to make theproject management model effectively serve in the overseas construction projects.
