Enterprise is the cell of national economy. The operation status of enterprise affects the development of national economy immediately. Only the enterprise has strong economic strength, China’s economic competitiveness will be strong. However, social security is the safety net of the country. The establishment and perfection of the system of socialist market economy needs to support by social security, all the workers should be join in social surance system. But this policy which people have the advantage was rejected. Expanded the area of the social insurance encountered a lot of problems. Some enterprises don’t participate in positively social insurance, for example, welsh, arrears and refusal to pay. In this paper, through the study of the social insurance payment bears of enterprise to solve the problem and find the balance point between enhancing the competitiveness of enterprises and perfecting the social security system.
