The Evaluation Research On Independent Innovation Performance Of Henan Province

In August2005,General secretary Hu jintao inspected Henan, he put forward "leapfrog strategy", and put the independent innovation as Henan’s important strategy; May22,2006,in order to implement "leapfrog strategy" of the independent innovation, strengthen Henan’s independent innovation ability and build innovative Henan, Henan promulgated and implemented<Henan’s medium and long term planning outline for science and technology development(2006-2020)>,and confirmed the general goal of building up innovative Henan; In2009,Henan province issued<Henan’s independent innovation system construction and development planning (2009-2020)>,gave a comprehensive and in-depth guide to Henan’s independent innovation system construction. Henan gradually incorporated the independent innovation into the important development strategy, under a series of policy guidance and innovation environment support, Henan’s independent innovation resource input ability and innovation achievements output ability have been greatly improved, but compared with developed others provinces, there is still a gap. From Henan put forward independent innovation to the present, Henan’s independent innovation performance level, in countrywide position and the gap with developed provinces are questions worth studying.Therefore,this paper give comprehensive evaluation research to Henan’s independent innovation performance level.This paper evaluates Henan’s independent innovation performance level by Vertical and horizontal open class method. In order to further comprehensive analysis, we divided30provinces and autonomous regions’independent innovation system into enterprises, universities and research institutions, from the independent innovation resources’input ability and innovation achievements’output ability evaluating the three innovative main bodies’independent innovation performance successively, and sort to the30provinces and autonomous regions’innovation performance evaluation value, find out Henan’s enterprises, universities and research institutions’innovation performance’s ranking in the national, and the gap with the developed provinces and cities and reasons. At the end, carried on overall analysis to the regional independent innovation performance, this paper analyzed30provinces and autonomous regions’independent innovation performance still from the independent innovation resources’input ability and innovation achievements’output ability, find out Henan’s innovation performance ranking in the country and the difference from and developed provinces and cities, and seek the reason with innovation performance not high level from enterprises, universities and research institutions these three aspects. The research results show that enterprise innovation subject status not highlight is the main reason for the low level of Henan’s large and medium-sized enterprise; University’s independent innovation performance level is the highest in Henan’s independent innovation system, largely to boost Henan’s overall innovation performance level; the independent innovation performance level of scientific research institutions is the most stable, and the overall has declined; Henan’s independent innovation performance level is in the medium level in the national, and in a superior level in the six provinces of central China, from2006to2010,the ranking of Henan’s independent innovation performance in the national respectively are:18,17,14,13and13, increasing year by year. Using the most sequence, the three development trend types and K-means clustering method, this paper put the independent innovation performance level into five categories, Henan belongs to the low level, change type belongs to jump type and development trend belongs to growth type. In the area whose independent innovation performance belong to the low level, Henan is potential type, so long as Henan keep the development level and speed, Henan’s independent innovation performance level is expected to enter the medium-sized level and even before the three categories(highest, higher and high).
