The Choice Of Management System And Operational Mechanism Of State-owned Forest Plantations

State-owned forest plantations plays an important part in ecological construction economic development and improving people’s livelihood. But Meantime, State-owned forest plantations in the long process of development has accumulated a lot of difficulties and problems, such as the state-owned forest economy midst of these difficulties, workers living in difficult, infrastructure is seriously lagging behind the development of inadequate stamina, unsound of Internal mechanism、confusion of construction and management. State-owned forest plantations reform is urgently needed. Under socialism market economy, the development of state-owned forest plantations should take the management model emphasizing the full utilization of the multiple benefits and the administration model integrating government administration with enterprise management. Under the powerful support of government, a system of production with multiple hierarchy and multiple function should be set up to bri ng the function of forest into play, and win the benefits of forestry as a whole.The approaches which adopted by8state-owned forest plantations in Chongqing, Shandong, Liaoning,Zhejiang and H ubei provinces aimed to develop away from economical conjuncture were analyzed, performance comparison of these approaches above mentioned were drawn on this paper with case-study method. Finally, the relationship between the operating model and system reform, construction of National forest management system and operation mechanism were discussed in this paper.
