The Research On The Effect Factors Of Service Outsourcing Industry Undertaken By Changsha-Zhuzhou-Xiangtan City Cluster

The financial crisis has brought worldwide large-scale industrial restructuring.Theservice outsourcing industry is the latest model of the development of international serviceindustry and the division of labor,greatly promoting the forms of production organization andoptimization of industrial structure,and will become one of the most promising industries inthe wave of economic globalization. In the China’s “twelfth Five-Year Plan”,the governmentalso explicitly proposes that we should take the development of the service industry as thestrategic key point on the upgrading of the industrial structure,and constantly improve thelevel and proportion of the service industry. The twelfth Five-Year Plan of economic andsocial development in Changsha City also clearly emphasizes that they will vigorouslyintroduce some “ten leading enterprises”,“the top fifty growing companies" of domesticservice outsourcing industry and the well-known international service outsourcing enterprisesto effectively enhance the development of service outsourcing industry, and support theenterprises to become larger and stronger.In recent years,the development of the service outsourcing industry in theChangsha-Zhuzhou-Xiangtan (referred to as CZT) city cluster has made good progress, butthere are some gaps with the Hunan Province Government’s goal to build "CZT serviceoutsourcing demonstration city cluster",because of the weak industrial basis,the difficultpromotion work,the slow space of development,the weak main competitive of enterprise,thefew number of service outsourcing enterprises, the weak strength and the small scale.Inaddition,the service outsourcing industry is given priority to domestic market,the orders ofthe international offshore outsourcing are less,and the senior talents of service outsourcingindustry are shortage, especially in international order market.This paper combines theory and practice,as well as combining qualitative andquantitative analysis method to systematically study the effect factors of the serviceoutsourcing industry in CZT city cluster.This paper consists of five parts.Firstly, it elaboratesthe background, significance of this research,domestic and international current researchsituation,research methodology and the main innovation points of this paper．Secondly, itintroduces the definition, classification and the main characteristics of global offshoreoutsourcing industry. It introduces the related relevant theories such as transaction cost theory,enterprise resource theory, value chain theory, industrial cluster theory,the newinternational division of labor theory,effect factors and so on. Thirdly,this paper analyses andsummarizes the current state,advantage and disadvantage effect factors of serviceoutsourcing industry in CZT city cluster.Then,it analyses the effect factors of serviceoutsourcing industry in CZT city cluster by using the gray relational analysis,and obtains thedegree of their influence.Finally,on the basis of the above research and analysis result, putsforward suggestions to promote the development of service outsourcing industry in CZT citycluster for government policy makers.
