Along with the rapid economic development of our country, the developed areas especially close to the city center area of collective construction land use rights value and asset values appeared more, phenomenon of land transfer was quite common. The rural collective construction land transfer was a important way of realizing the optimal allocation of land used for construction purposes, was a important measure of building the unity of the urban and rural areas of land market. Among them, achieving collective construction land resource utility and assets value was the inner power of collective construction land transfer. Therefore, the study of the transfer price was the important premise to make sure collective construction land transfer successfully, and how to effectively achieve the real value of the collective construction land, rural collective construction land standard price was the important guarantee. Through the analysis and research, the author got the following main research results:(1)The main mode of Yongchuan district collective construction land transfer was "lease mode" and "the urban construction land increase or decrease hook model", the author according to the reform pilot requirements and explored a new collective construction land transfer mode, namely" the land assignment mode of the collective construction land increase or decrease hook", and based on this model divided the transfer in major types of concentrated transformation and sporadic transformation.(2)Referd to the "Town Land Evaluation Rules ",decided to use the method of analysis on pictures superposition and comprehensive scoring to divided homogeneous area, use the cost method to assess concentrated block, ues the surplus method to assess sporadic block, and combined with the actual circumstances of YongChuan district, confirmed the measuring method of assessment’s parameters.(3)Choose QingFeng town as the concrete research area of rural collective construction land standard price assessment, combined with the research of the assessment method, investigation and data collection, dividing three homogeneous areas, namedⅠarea,Ⅱarea, andⅢarea, then assessed concentrated land and sporadic land on the homogeneous areas, finally got QingFeng town collective construction land concentrated block and sporadic block standard land price table and chart of commerce, industry,and living use, worked out the standard land price correction system, through the analysis, assessment resulted top 297900 yuan/acre, lowest 179000 yuan/acre, which belowed the standard land price of state-owned land use right, exceeded the land expropriation price of the compound, the results was suitable.(4)Finally, the author analysised the use on land transfer of rural collective construction land standard price assessment, included regulating the rural collective construction land transfer price, ensuring the land supply of the collective construction land transfer market, regulating the land requirement of the collective construction land transfer market, promoting the collective construction land physical trading of the rural land exchange, ensuring the farmers’interests of collective construction land transfer.
