Since the founding of China, as important energy and industrial base, the resource-basedcities have made significant contribution to national economic construction. With thelong-period, high-intensity and large-scale mining, lots of resource-based cities became theresource-exhausted cities. It’s a problem for resource-exhausted cities to face and think ofthat how to get sustainable development to avoid being eliminated or even disappear. NowChina is paying higher attention on the development of resource-exhausted cities. FromY2007 to the end of Y2011, China had released three batches of list defining 69resource-exhausted cities and promote their sustainable development with financial andpolicy support.As an import means to enhance the city competitiveness, the economic development softenvironment has increasingly gained the attention of local government in recent years. Thedifferences in the city soft environment construction have become one of the main reasons ofcity development differences. Especially for resource-exhausted cities, due to the historical,external and self-factors, the problems of soft environment construction are more serious andthese problems have become the bottleneck to constrain the development ofresource-exhausted cities. Therefore, to analyze the problem of resource-exhausted cities inthe construction of soft economic development environment and identify countermeasuressuited to the resource-exhausted cities has an important role to promote the sustainabledevelopment and enhance the competitiveness of the resource-exhausted cities.This article is on the basis of theoretical analysis to analyze the economic developmentsoft environment of the resource-exhausted cities. Firstly, it gives out a brief description onthe theory of resource-exhausted cities and economic development soft environment thenanalyze the importance and practical significance of that. Secondly, it summarizes the basicstatus and problems of the soft environment for economic development in resource-exhaustedcities. The widespread problems of resource-exhausted cities such as city function alienation,lack of comparative advantages, policy environment lag, low pace of government reformation,serious administrative environment, nonstandard legal system construction, poor social and law environment, conservative thinking and poor human environment are all clarified in thisarticle. It analyzes the factors that constrained soft environment construction ofresource-exhausted cities from three perspectives including the historical issues,marginalization phenomenon of resource-exhausted cities and self-factors that constrains theeconomic development soft environment constructions. Thirdly, it takes Zaozhuang city as anexample to describe the practice, effectiveness and problems that Zaozhuang city isexperiencing in its city transformation strategy and development of economic developmentsoft environment. It referred that though Zaozhuang has implemented a series of effectivemeasures of soft environment construction, there are still issues that need furtherenhancement such as the unsatisfied social service, the service awareness of functionaldepartments needing to be improved, inadequate laws and regulations and the cultureconstructions needing to be strengthened. Finally, based on the foregoing analysis, this articleproposes the basic target model and the specific measures for the economic development softenvironment construction that suited the resource-exhausted cities. These measures are aimedto form efficient, transparent and quality administrative environment, scientific and rationalpolicy environment, fair and impartial judicial environment, relaxed and convenient financialenvironment, livable, cultural and energetic social environment. Then it would enhance thecompetitiveness of resource-exhausted cities via strengthening the policy support,accelerating administrative examination and approval system reformation, enhancing serviceawareness of administrative departments, completing financial services system, improvinghuman resource development system, standardizing administrative law enforcement andreshaping the image of the resource-exhausted cities.
