The Study Of FDI Export Spillover On China’s High-tech Industry

The high-tech industry has an important position in international economic and technological competition, and it is also one of the hallmarks of a country’s economic development strength. The development of domestic enterprises in high-tech industry is the source for a country’s industrial structure upgrade. However, the foreign-funded enterprises occupy a dominant position in China’s high-tech industry. Particularly, the export of foreign-funded enterprises in high-tech industry play a more important role in our country. In this case, the study of FDI spillover effect in China’s high-tech industry exports is particularly important.This paper focuses on two issues on FDI export spillover effect:(1)What is the theoretical basis of FDI export overflow;(2) Whether FDI has the export spillover on China’s high-tech industry.Based on the previous relevant literature, this paper pointed out that the FDI export spillover effects can be divided into horizontal FDI export spillover and vertical FDI export spillover effect, they are also that intra-industry export spillover effect and inter-industry export spillover effect Horizontal export spillover happened between enterprises in the same industry, and they are divided into export information spillover, the effect of competition and the demonstration effect; the vertical export spillover occurred in the upstream and downstream industries, it divides into forward-export spillover and backward-export spillover. Then, this paper gives a comprehension to these two effects, pointed out that FDI export spillover is more likely to occur in the vertical direction rather than horizontal direction. In addition, the correlation degree between foreign-funded enterprises and domestic enterprises play an important role on FDI exports spillover effects, if the foreign-funded enterprises has the formation of "island economy" in the host country, all the effect is minimal.To solve the latter problem, this paper has a empirical research on panel data of China’s1999---2008high-tech industry. In order to analysis horizontal FDI export spillover’s three channel of overflow, this article will give the empirical research on FDI level of exports and FDI respectively. The final results show that FDI has a positive effect to high-tech industries’export on horizontal position and backward spillover, but the forward-export spillover is negative. Meanwhile, the demonstration effect is the most important way to the horizontal FDI export spillover, the effect of export information is negative, and the competitive effect is not significant. Overall, the FDI play an promoting role on the domestic enterprises in China’s high-tech industry.Finally, this article gives the corresponding policy recommendations based on the preceding research.
