The issue of anti-dumping is a hot topic in the area of foreign trade for a long time. China has been the biggest victim of anti-dumping for 16 years until 2010. China’s accession into WTO and the world economic crisis make the foreign countries more inclined to initiate anti-dumping, so we should launch a survey on the deeper causes for China encountering anti-dumping frequently in the post-crisis era.In this article, we use the global anti-dumping data base of professor Bown to establish the cross-industry database of anti-dumping investigations from 1995-2010. With the indicators of anti-dumping frequency and panel model of Probit and Possion, we launch an empirical research on factors influencing anti-dumping frequency against China from a national and industrial perspective. From the outcome of indicators of anti-dumping frequency, we conclude that in nearly 16 years, anti-dumping frequency of developing countries is significantly greater than developed countries. Although the number of anti-dumping in some developed countries, such as the European Union and the United States is large, the anti-dumping frequency is small. The empirical results indicate as follows:(1) Distance between two countries is proved a significant negative correlation, the exports of China and its accession into WTO has a significant positive effect, China’s anti-dumping against foreign countries is proved effective.(2) Although the developed countries are more inclined to initiate anti-dumping, the developing countries is proved more in number of anti-dumping investigation and the ones proved injured.(3) From the industrial perspective, the export of plastic and rubber industry, textile and electromechanical industry has more obvious positive effect on the number of anti-dumping investigations than base metal industry and chemical industry; The negative effect of industries’added value shows weaker in chemical industries than others.Finally, the article recommends to improve the ability of initiating anti-dumping.
