The 1990s, with the rapid development of information technology, especially the Internet, widely cited, the world, e-government as the current key areas of information technology development. With the implementation of e-government, e-government construction in China has made great achievements.However, the achievements and progress at the same time, outsourcing process, there are many difficulties, due to lack of scientific and effective project management, e-government construction in some deep-seated problems have gradually emerged, for example, the initial lack of a unified project planning, lack of risk management project management mechanisms, changes in the project did not use change management tools, these problems will lead to the construction of the project through outsourcing, will lead to effective implementation of the project can not, greatly extended the project cycle, project needs can not be achieved so there is the risk of outsourcing. To address the above questions, the topics of that software in government departments in outsourcing, through the study of the domestic status of e-government project outsourcing, project management, the use of economic theory and methods of analysis to study the surface of government agencies and their information demand for outsourcing, project procurement, project implementation and other projects the whole process of management, research in this particular e-government projects, the government information center acts as the Party of project management, trade of Beijing house by outsourcing service platform construction process follow-up study to resolve the current outsourcing of e-government project management to ensure that planning of e-government, by a standardized quantifiable, clear outsourcing projects in a variety of behaviors and reducerisk and improve the success rate of e-government project, to a certain extent, reduce duplication of investment.
