The Study Of Project Initialization Management In National Research Project Application For Large Or Medium-sized Technology Enterprises

In recent years, with the development of national science and technology and promotion of the R&D level of domestic technology enterprises, More and more national research project was established. The Management issues in the application process become increasingly prominent.In decision-making area, many companies do not have a full decision-making mechanism. The applying subject is often selected by the company leader depend on the leader’s experience. The actual situation of the firm is often ignored. With the ineffective implementation after application accepted, company was unable to complete the state’s indicators of acceptance, and the influence was bad.In management area, applying process does not use the project management. Some company establishes a nominal project but do not have corresponding theoretical support. Confusion in the implementation process and incomplete application materials, which have great negative impact in the application process, is common situation.The innovation of this thesis is summarized in the following two points:1. The Decision Theory is applied in the initialization process to provide the theoretical methods to analyze the requirements and make big decisions. The effective measure for the project application is established based on these methods, which is helpful for enterprises to improve the accuracy of the project selection.2. The Project Management Theory is used in project applying in management area. In the project operation, the project management approach is proposed based on the Tender Project Management Theory. This approach is applied in the whole project application cycle to resolve the collaboration problem across the functional departments, and other management problems. The main content of this thesis contains four parts:1. Research the Project Management Theory, and analyze its availability in the project application.2. Do research for the initialization process by using Initialization Management Theory, and research the application of the Decision Theory in projects selection process. Analyze and discuss the feasibility and effect of the proposals.3. Do research for the process of project application management with the principle of Project Management, and analyze the distinctiveness of the management methodology in the several domains of Project Management.4. Combined with the conclusions of the second part and third part, a series of the project operation methods is generalized as the guidance in the practical work.
