Economic globalization,、the rapid development of IT, the rising status of knowledge elements and dynamic strategic adjustment and so on, makes the diversification of competition rules, the competition among enterprises is gradually changing into the competition of supply chain, as the most critical and most difficult to achieve one of the factors, the governments and enterprises is paying more and more the attention to the logistics.From the introduction of the concept of logistics to treating the logistics as a industry in the national revitalization plan, logistics practice makes the rapid development. At the same time, there are a lot of problems on the logistics, such as the level of socialization of logistics services is relatively low, serious irregularities and supply and demand structural contradiction in the logistics market and so on, The gap with the developed countries should not be overlooked. China and the developed countries have different national conditions, not to copy the success development of models and experiences of developed countries, so exploring a logistics development mode of China becomes a top priority.On the basis of studying relevant literature at home and abroad, using the logistics development model and the successful experience of United States, Japan, Germany ,and the historical process of China’s logistics development, gets the logistics development mode for China’s national conditions, that is "Government + market" mode, at last, selecting agricultural product logistics as an typical example of China’s logistics development, explores the development process of agricultural products, and validates the correctness of the model that is applied to the development of agricultural product logistics using the Actor Network Theory.The full text is divided into five chapters. The first chapter is an introduction, including the background, significance, research status and the main method of research and ideas.The second chapter is the definition of relevant concepts and theoretical basis. First, defines the relevant concepts and theoretical basis, and elaborates the logistics doctrine; then, expounded the three theories related to this study, they are the industrial economics theory, development economics theory, sustainable development theory. Provide a theoretical basis for a summary of the developed countries and China’s logistics development mode.The third Chapter analyzes the development mode of developed countries and learn from them. First, analyzes the logistics historical evolution path and the national logistics policies of the United States, Japan, Germany, and gets the logistics development model of that three countries, and as a basis, summed up the development mode of logistics in developed countries, provides the international experience for further analysis of China’s logistics development mode.The fourth chapter analyzes the evolution of logistics development of China and proposes the development of model. First, analyzing the logistics historical evolution path and the national logistics policies of China, summed up the key feature of China’s logistics development stage; Second, comparing the development characteristics of the various stages of logistics with the developed countries, to determine the logistics development stage in China, and proposed logistics model of development that should be taken; At last, propose the recommended countermeasures of China’s logistics development in this logistics development mode.The fifth chapter proves the applicability of the logistics development of agricultural products in "market + government" mode based on ANT. First, selecting agricultural product logistics as the typical aspect of the logistics development, then, validates the correctness of the model that is applied to the development of agricultural product logistics using the Actor Network Theory.
