The Research On The Poverty Of Laiyuan County

The poverty problem is a worldwide problem, with the survival and development of human beings, almost everywhere in the world has absolute poverty and relative poverty. Since the founding of new China, the Chinese government is very concerned about helping deficient up of impoverished area development, especially since reform and opening up, is staged and had a very fruitful poverty governance, as the world turns over poor job to make enormous contribution. However, the current our country helps deficient up to develop the job to enter phase of assault fortified positions, our country impoverished area presents the concentration to connect piece features. In 2011 the state identified 14concentrated poverty area, identified 679impoverished counties. In several countries and impoverished county list of adjustment, Laiyuan county have no equal. Laiyuan county is located in the sensitive area because area -- poverty belt around, because of the poor condition investigation and study has very important significance, the other parts of the development that help deficient up to work but also has a good reference.In this paper, a random sample of8 Laiyuan county poverty village from 367 rural households as investigation object, separately from the agricultural science and technology service system construction, rural public service construction and rural culture construction three aspects of Laiyuan county poverty conducted in-depth research and analysis. Survey results show that: the Laiyuan County agricultural technology service system the existence of agricultural technology extension advocate channel action is not obvious, science and technology promotion fails to develop practical utility, agricultural technology and extension of content can not meet the demand of farmers, agricultural service station points and the service frequency is not enough, the lack of funds and other issues of agricultural science and technology; Laiyuan County Rural culture construction exists cultural resources, cultural collective lack of infrastructure, individual and cultural activities, and superstitious activities monotonous popularity and a series of problems of rural public services; there is a rural infrastructure is backward, the quality of education should be improved, the social security function is low wait for a problem, which is not only the Laiyuan county rural poor performance, is led to the poverty of Laiyuan County vicious spiral of reason. Results all show that, Laiyuan County, want to realize Hebei province to develop the plan that help deficient up is a long way to go. It is to see the Laiyuan county takes off deficient constraints, this paper gives Laiyuan County out of poverty and path selection. Slow hair, scientific decision-making and the strong support of the government of Laiyuan county will make the job that help deficient up to enter a new stage.
