Based On The Perspective Of New Rural Endowment Insurance System Research

The social security system originated in the Western European countries. The process of each country establishes the social security system is closely related to national conditions and the country’s political, economic and cultural. With the popularity of the social security system, it has played in maintaining social stability and to maintain the economic order, an increasing important role, and also to some extent alleviate the contradiction caused by the unequal distribution of income, to a certain extent that the majority of the members basic life, maintain social stability.In the history of human development, any person can not avoid the laws of nature of illness and death, therefore, everyone is facing a pension problem, along with the older the risk of generalization and the increasing socialization, coupled with the continued weakening of the home security function, pension become one of the main problems faced by all countries of the contemporary world, old-age insurance in the modern social security system plays an important role in the protection of old age, death and life of workers with disabilities. The success or failure of the social security system depends on the soundness of the pension insurance system to a large extent.China is a developing country. It has more rural people, the problem of the population aging is more significant. With the accelerated process of industrialization, urbanization, migrant workers, landless farmers increased year by year, the farmers’pension issue must be resolved. The establishment of a new rural endowment insurance system for rural aging population, makes the farmers basic living security. It also can speed up the construction of new countryside, promote rural economic development, and maintain the rural harmony.The article focuses on the comparative analysis on China’s rural social endowment insurance. Analysis of the existing theories and practical experiences, and learning from foreign rural old-age insurance system and the results of research, to analyze the current situation and problems in China is proposed to improve the system. The author hopes the article can provide a favorable recommendation for the development of China’s new rural endowment insurance system.
