Research On Procurement Management Under The PI System Of DH Research Institute

In the year of1998, Chinese Academy of Sciences began to implement the Knowledge Innovation Project, and as a pilot unit, DH Research Institute carried out the reforms of organization and management according to the requirement of the Project. Since1999the institute has prepared and been carrying on the construction of quality management system in accordance with ISO9001standard, and has passed the site audit in Quality Management System Certification Center successfully.The procurement management mode of the institute has changed significantly since the organization and management reforms were carried out. Especially since the construction of quality management system based on ISO9001standard in1999, the institute has learnt more about the procurement control, and increased control aspects of the procurement process to ensure the quality of procured products and the control of supply-side by developing the related management systems, which is positive to satisfy the scientific research and production work need of the institute. However it should be considered that there are some shortages existing in the aspects such as quality management system, procurement, relevant system processes and acknowledgement of procurement risk, all of which need to be improved further in time.In this thesis we did research and analysis on the status of procurement control that were under PI system of the institute, and found out the mainly existed problems:the deficiency of the decentralized procurement model under PI system, the defects existed in regulations and process, the depressing effect of products and suppliers evaluation, and the insufficient for the awareness of procurement risks. Combing with the research and discoveries at home and abroad, as well as the advanced theory of procurement, we have given the suggestions and measures as followed to control the procurement under the PI system of the institute:the implementation of the joint procurement model and third-party procurement services, the full implementation of quality management to ensure the system is effective, the improvement the assessment of supply-side mechanism to establish an information exchange platform, rational planning on approval procedures and strict procurement process supervision.an.
