With the booming development of Chinese economy, presenting and implementation of the following ideas, such as the independent innovation,the adjustment of economic structure, the transformation of the mode of economic development, optimization of the industrial structure, high and new technology industry will be an important channel to achieve the above development.The development of high technology and the contribution to economic growth thus becomes the focus of national attention.In recent years,high-tech enterprises are based on continuous research and product transformation, as a result,their leading role is significantly strengthening, the international standards have improved,and significant breakthrough have made in key areas, as well as industrial clusters have gradually formed.However,there are disadvantages which affect the innovation ability and sustainability of the enterprise,such as insufficient investment in research, high-tech talent shortage, severe loss of human resources, imperfect internal management systems and so on.In order to improve the current development status,Senior management staff should make out the strategic targets and make the right investment decisions.China’s economic development has the obvious regional characteristics, the eastern coastal areas have obvious advantages in talents’gathering, the scientific research level of economic vitality,and industrial development During the period of "eleventh five-year plan", the central regions have rapid economic development, and the differences with the eastern region are narrowing,as well as the fast economic growth.During2006-2009, the annual growth rate of China’s GDP in central six provinces is12.1%, the readjustment of the economic structure also have significant breakthrough.The proportion of the second and third industry in the middle part is more than80%, of which90%in Shanxi Province. In the future, the developing principle of the six provinces in central China is still the further transformation of the mode of economic development, optimization of industrial structure,improvement of the independent innovation, and promotion of the high technology industries.Senior Manager organize the production and management activities of enterprise, whose main responsibility is to make the enterprise strategic goals and carry on the reasonable configuration of the enterprise resources, and ensure the implementation and realization of business goals.Executive Manager market is scare in managers’market of supply and demand, so the selection,recruitment, management of senior personnel,as well as the period of labor contract between the two sides, as the important contents of enterprise human capital management, which depend on rationality of enterprise human capital pricing work.In view of the strategic status of the high and new technology enterprise in the central economic transformation and the essential role of the senior managers in production and management of the enterprise.In order to reduce the loss of human capital in this region, this paper analyze the situation of Executive human capital pricing from the high and new technology enterprises in the six central provinces in the process of development, and the empirical data with the listed company, and puts forward the corresponding improvement measures and policy recommendations.The text is divided into six chapters, chapter1expounds the theoretical background, source, purpose and meaning of the subject research,and the research methods and literature review; Chapter2introduces the related concept and basic theory; Chapter3are the qualitative analysis on the current situation of executives human capital pricing of high-tech enterprise in less developed areas from four aspects; Chapter4study the sample data, using the sample data validation presented in the previous chapter to check the pricing rationality of the present situation; According to the analysis and the empirical results of chapter3and chapter4. Chapter5puts forward corresponding improvement methods; Chapter6explains the deficiency of article and future development trend.The innovation points of this paper is that according to the present situation of human capital pricing of senior manager, combined with the less-developed regions and the characteristics of the high and new technology enterprise, it discusses the more reasonable and perfect system and method of executives human capital pricing, and giving full play to the role of incentive function of the human capital pricing.In the end,it promotes the development of new and high technology enterprise and regional development of high technology industry.
