As the pillar industry in Shanxi Province,the coal industry has made outstanding contributions to Shanxi’s economic and social good and fast development and plays an irreplaceable role in the process of industrialization in Shanxi Province. However, due to historical issues, Shanxi coal industry has a lot of problems,such as "many, small, scattered, chaotic and poor".There are the large number of small and medium-sized coal enterprises in Shanxi Province,so enterprises develop in diffrent levels. At the same time, becouse of the waste of resources and serious safety accident-prone in production process, the sustainable development of Shanxi coal industry has seriously been restricted.The industry gathers degree as the basis for the development of an industry, has always been an important indicator to measure and reflect the maturity of the industry development, the interactive relationship between industry and regional development.The industry gathers degree reflecting an industry’s production capacity and competitiveness refers to the size of the degree of competition and cooperation among the members of industrial enterprises within the industry, namely a comprehensive reflection of interactions between the horizontal level of competition and the vertical level of linkages. Throughout the course of development of the coal industry gathers degree, we find that the coal industry gathers degree and the level of sustainable development of the coal industry has a close relationship.The changes of the coal industry gathers degree affect coal industral sustainable development level,so reasonable industrial agglomeration degree not only prevent the vicious competition between enterprises and optimize the efficiency of resource allocation, but also provides a good environment for the enhancement of corporate strength. Therefore, studing sustainable development of the coal industry from the perspective of industrial agglomeration degree is an important topic in studing the Resource Economics and Sustainable Development.According to industry agglomeration theory and the theory of sustainable development,this paper takes Shanxi coal industry as the research object and has analyzed the relationship between the industry gathers degree and the sustainable development of coal industry. The main ideas and content of this article is:(1) Under the guidance of industry agglomeration theory and the theory of sustainable development,this paper combineing with the characteristics of the coal industry has maked a definition of the concept and content of the coal industry gathers degree and the coal industry for sustainable development, and a systems analysis of the relationship between the industry gathers degree and the coal industry sustainable development.(2)According to Porter’s "diamond model" and the coal industry sustainable development syestem,this paper respectively built evaluation system of the aggregation evaluation of the coal industry and the capacity for coal industry sustainable development.(3) This paper has builded a contribution model of industrial agglomeration degree to sustainable development of the coal industry and a coordinated development model between them. Combining with the related data of coal industry in Shanxi Province and using principal component analysis method, the paper calculated the degree of aggregation of the coal industry in Shanxi Province and the capacity for sustainable development of Shanxi coal industry, and obtained the results of contribution and coordinated development according to the above results.(4) According to the results of empirical research,this paper has proposed policies and proposals of the coal industry’s sustainable development based on the view of industrial agglomeration degree:①rom the view of enterprise,the suggestions include improving coal market access standards, strictly controling the scale of enterprises, executiving collectivize development strategy and improving the managerial system of the coal enterprises and so on.②rom the view of industry, the proposals contain correct processing the relationship among industrys, extending the coal industry chain, regulating market order and so on.③rom other levels, the proposals have a lot,such as financial support and technology support.The possible innovations of the paper:①Defined the concept of the coal industry gathers degree for the first time and analyzed the characteristics and influencing factors of the degree of aggregation of the coal industry.②ystematic discussed the relationship between industry aggregation degree and the coal industry gathers degree, as well as the evolution process between them.③stablish a contribution model and a coordinated development model of industrial agglomeration degree to sustainable development of the coal industry and analyzed the relationship between the two studie from the perspective of quantitative.④From the new view of the coal industry gathers degree, put forward the relevant recommendations to strengthen the capacity for coal industry sustainable development.Through the above research, this paper draws the interactive relationship between the coal industrial agglomeration degree and the coal industry sustainable development and has discovered the existing problems and relevant solutions in coal industry development.This research provides a reasonable basis for the rational planning of coal industry development of government agencies and the promotion of coal industry sustainable development,and it contributes to the healthy and rapid development of the coal industry with some theoretical and practical significance.
