Research On Dynamic Evaluation Of Electronic Manufacturing Enterprise Informationization

Informationization has become a major trend in the economical and social development of the current world, is also the key link which can accelerate China’s modernization construction. Since Tenth Five-year plan, with the guide of the policy that informationization should spur industrialization, China’s IT has been having never-ending changes and improvement, and its application has widely penetrated into various social and economical fields. Among them, electronic manufacturing enterprise’s informationization is ahead of other industries. In order to promote the smooth implementation and ensure the sound development of electronic manufacturing enterprise’s informationization, electronic manufacturing enterprise carrying out enterprise informationization evaluation is required by circumstance.Majority of the existing informationization evaluation methods do not take into account the complexity, dynamics and a variety of uncertainties in the implementation process of enterprise informationization, so they can not take real-time monitoring and guidance of the implementation process of enterprise informationization. According to the existing enterprise informationization evaluation methods and their core guiding ideology, current research is mainly the evaluation program which form in one piece and has the certain goal and is implemented in a particular stage, such as the one-time evaluation which is carried out before and after the implementation of the project. This kind of evaluation programs focus on the static evaluation benefits and ignore the upgrading of management level which is brought by the value’s maximization of the project in the process of informationization construction. Therefore, enterprise informationization evaluation urgently needs to introduce a new evaluation concept to solve the problem which is difficult to measure the level of enterprise informationization in the complex and changeable environment. Based on Nolan informationization stage model and traditional Information Economy Measure Theory, through carding the existing static evaluation theory, this paper described the advantages of dynamic evaluation in the informationization evaluation of electronic manufacturing enterprise, discussed the necessity of carrying out informationization dynamic evaluation for electronic manufacturing enterprises, and established the informationization dynamic evaluation model of electronic manufacturing enterprise. The mechanism of action and the content of evaluation of the model were analyzed in detailsand around the model the informationization dynamic evaluation system was built. The system included three parts, the index design, the index weight design, and the design of dynamic evaluation methods. Electronic manufacturing enterprise was the study object of the dynamic evaluation index system and the evaluation index system of the national enterprise informationization was its template. The index weight design got the weight coefficients through the differences drive to empower law. In the part of the design of dynamic evaluation methods, this was the first attempt that using the comprehensive evaluation method which based on the temporal dynamics perspective to evaluate enterprise’s informationization. Finally, the dynamic evaluation method proposed in this paper was used to carry out the targeted evaluation of an electronic manufacturing enterprise in Taiyuan city and the evaluation results were analyzed which verified the feasibility and validity of the dynamic evaluation method.This paper’s innovations:1. The establishment of the dynamic evaluation model for electronic manufacturing enterprise, and the analysis of the model’s principle.2. The establishment of informationization evaluation index system of electronic manufacturing enterprise, the dynamic nature is the main feature, and the index system can reflect the real-time informationization progress level of each module of the enterprise in every stage and every period, and according to which the real-time feedback and correction are given.
