Research For Influence Of Investment Of Science And Technology On The Quality Of The Regional Economic Growth

First of all, the paper fully analyzed the problem of investment in science and technology and the quality of regional economic growth, come to the conclusion that the quality of economic growth at a high level must always be with the person, energy conservation and environmental protection, stable and efficient growth, continuous innovation, and coordination stable, and other basic connotation.Then this paper focus on the point of view of the region, analyzing the characteristics of the area, this paper found that different area often show differences in resource endowment, pillar industry, industrial structure and so on, which built the elements of the regional economic development. Then combine with the regional development and regional economic characteristics, this paper establishes a brief and data-easy-accessing index system for the quality of regional economic growth, and analyzed all the meanings of each index.According index system to the quality of regional economic growth, this paper theoretically analyzed mechanism of the influence from investment in science and technology onto the quality of the regional economic growth. Investment in science and technology are studied each for economic growth, economic structure, social welfare and resources environment condition and so on,the index of the quality of economic growth, to research on the importance of the role and impact, painting mechanism schemes. This research found that there are significant relation between investment in science and technology and the quality of economic growth in each index function, action mechanism is clear, and both of them tend to promote each other and develop together. Science and technology investment promoting the level of quality of economic growth, and with a higher quality of economic development situation, the science and technology factors is more apparent, investment in science and technology can be fully guaranteed, then science and technology innovation went on constantly.On the basis of theoretical analysis, combined with the statistical yearbook and all kinds of data, this paper analyzed present economic growth in Shanxi Province and the progress of science and technology, investment in science and technology condition, and then draw a changing graph of the quality of economic growth of Shanxi Province with some important data of calendar year in quality index system, to see the development situation of Shanxi Province in recent years. Through the comparative study, this paper found there are some relationship between investment in science and technology:funds-elements technical and human capital investment, and those of industrial structure, the consumption structure optimization, environment pollution, social welfare increase, resource efficient and economic growth rate in Shanxi Province.In the further study, this paper has determined a index system according to the quality of economic growth, by using principal component analysis. It is concluded the effect value of quality of economic growth in Shanxi Province during1995-2009,and take it to be the evaluation of the quality of economic growth of shanxi. The research found that, during the15years, the score of the quality of economic growth of Shanxi Province was not high, the effect value has been lower illustrate that the quality of economic growth in Shanxi Province was relatively poor. But through the observation it is not difficult to find, that the effect value on overall was still rising and the numerical was increasing year by year, especially in recent years, the increase is more apparent, this showed that the government in Shanxi Province to improve the quality of economic growth more attention. Then we used a cointegration analysis model, to respectively analyse cointegration relation between quality of economic growth in Shanxi Province and the two main part technology funds in science and technology, and human capital investment in the investment in science and technology,and made their equation of coin-tegration relation.Finally, combined with the actual situation of Shanxi Province, according to the equation of co-integration relationship and the correlation coefficient, this paper put forward some suggestions rely on the realistic situation in Shanxi Province that to optimum technology funds management, strengthen the talent incentive and attract talents of science and technology.
