ofeconomics,law,sociology,cross-over study.In it’s a hundred years of development and transformation,thetheory has undergone a process from unitary to diversity,from single perspective to view of coordination ofexpansion and integration of the development process,mainly have the interest of shareholders first said,the social contract said,stakeholders said,corporate citizen said,levels of responsibility said,and so on.Corporate environmental social responsibility is an important part of the corporates have to bear thesocial responsibility.Study of corporate environmental social responsibility to build harmonious society hasan important value.Our country is now in a transitional period,social issues highlighted.Scientific conceptof development and a harmonious society can not be separated from the corporate.The corporate as themodern economic cell of the society has an important role.Corporate social responsibility of environmentplaying an effective role in the construction of socialist harmonious society,has important practicalsignificance.In addition,in the fierce competition of the modern society,the practice shows that the highattention and to fulfill the social responsibility of corporates showing a strong competitive power.Somescholars suggest that corporate irresponsibility is the important causes of the financial crisis,and responsiblebusiness can deal with the financial crisis.Today’s competition,not only is the competition of theproduct,including corporate image.Corporate environmental social responsibility to enhance corporateimage is of great significance.In twenty-first Century the corporate social responsibility of environmentwill become one of the most competitive advantage resources,decides on the survival and development ofcorporates.In the construction of harmonious society,vigorously develop the circular economy today,thecorporate should be the "economic-social-ecological man" gradual change.This paper is divided into five parts:The first part on the basis of the proposed corporate social responsibility,analyzes the meaning ofcorporate environmental and social responsibility.Corporate environmental social responsibility which isnot accidental,is the human nature cognition the result of ceaseless gradual progress,is the social civilization development to a certain stage of the product.I will be defined as enterprises in seek oneself andthe maximization of shareholders’ interests,should undertake to protect environment and the rational use ofnatural resources,to realize the human society and the natural environment,the sustainable development ofsocial responsibility.The main role of this responsibility is to encourage enterprises to bear the socialresponsibility of environmental protection.The second part describes the theoretical basis of the environmental social responsibility.Its basictheory includes foundations of environmental ethics,sustainable development theory,social interest theory,stakeholder theory and corporate environmental externalities "internalization" basis.In the third part,through the investigation of the development of corporate environmental socialresponsibility in the United States,Germany and Japan,we should make the enterprise social responsibilityof environment legal system,promote a wide range of community participation,establish extended producerresponsibility mechanism.The fourth part focuses on the analysis of the current concept of relevant legislation and the corporateenvironmental social responsibility of legislation present situation in China.Traditional economics regardsenterprise is assumed to be the "economic man",the enterprise only needs to pay attention to the maximumof their own interests.But now this theory has been unable to meet the actual needs.In addition, the systemlacks the concept of circular economy.Three perspectives from government,business and social analyze ofthe status of the related systems.The fifth part puts forward to the improvement of the related system.In order to realize the sustainabledevelopment of our social economy,to better protect the natural environment and ecological resources,Isuggest that the enterprise should update form the "economic man" to the "ecological man" concept oflegislative,the three aspects (through the government, enterprises and the public) construct system,in thepractice of strengthening corporate social responsibility of environment.First,the government due to theadvantages of public power through the establishment of environmental taxes,green procurement ofrequired goods and services and establish an environmental damages fund point of view to encourageenterprises to undertake environmental and social responsibility.Secondly,the enterprises themselves frominternal efforts,such as the establishment of environmental supervisor positions,and assume the obligationsand requirements of the product after use environmental accounting system.Finally,the power of the public in a modern society can not be ignored,the publicity of environmental information and environmentalpublic interest litigation right is beneficial to the public realize the aim of protect environment.Thesustainable development of enterprises is conducive to the realization of protect our naturalenvironment,while the environment will promote enterprise to achieve the goals.The two can be a win-winsituation.
