As an important tool in modern transportation, Bus has gradually drawn a widelypublic attention. The history of automobile in China dates back to1953. Compared tothe auto history of US and European countries, ours is nearly a hundred years laggedbehind. Throughout the automobile development history in China, from nothing tosomething, from small to big; from trucks to luxurious cars; from simple self-ownedbrand to JV brand then to the fully developed and upgraded self-owned brand, Bus isalways in the marginal segment. Bus refers to the automobile with a passengercapacity of more than9persons, undertaking the responsibility of transporting andmission of "Technology, Quality, Innovation". FAW, DFAC, SAIC Group are amongthe leading large-scale auto manufacturing groups in China, but the pace of Busdevelopment in those enterprises is rather slow, comparing to Benz, MAN, Volvo.One of the notable features in current domestic Bus manufacturing industry is thatthey adopt the "piece-together" method to assemble products. For instance, forhigh-end products, they will adopt the portfolio of "Cummins Engine+AllisonTransmission+Meritor/ZF Axle"; but for mid-range products, they will use "YuchaiEngine+Qijiang Transmission+Dongfeng Axle". Another feature is that they alsoutilize "Order" method in manufacturing, which means the customers can choose theassembly resources according to their preference and demand for supply cycle. In thatcase, to ensure supply products on time, the manufacturers may delivery the buseswithout serious inspection, which may cause potential safety hazard. It will lead to thedeformed development if they don’t follow auto product development procedure andregulations.This paper expounded the theory of product development theory, processplanning and process controlling theory, to show us the necessity and importance ofseveral management methods in the process of enterprise development. And processplanning and process controlling are applied to the passenger car product developmentprocess to improve the production process from efficiency, cost and quality aspects.The main flow of planning and controlling of product development is consist of sixphases, respectively, the project start-up phase, the product planning stage, product design and validation phase, the production preparation stage, pre-production stageand production stage. In each stage the work is broken into every each area ofresponsibility. Each areas of responsibility at the end of stage should come up with thecorresponding deliverables. Through this controlling process, the entire productionprocess is organized.
