Market economy runs in accordance with the rules of economic competition.Actually, the market competition is a talent competition. The enterprise with a largenumber of the human capital level high staff can win in the competition. With thecoming of the knowledge economy time, Human capital as a capital participates indistribution. Realizing this point and putting into action is very important. Forbusinesses, they can’t afford to lose the high level of human capital. And the humanresource replacement cost is very high. However, as the speed of the information isbecoming i faster and faster and the transparency of it is getting higher and higher. Foran individual, the talent flow cost more and more low. Therefore, human capitalmanagement is getting more difficult. Whether the enterprise can keep talents is theprecondition for sustainable development.If an enterprise wants to gain competitive advantage, it must provide theemployees with reasonable salary.
