Economic operation has its cycles and patterns, coupled with the deepening participated in the globalization, Chinese enterprises can not be safe from impact and shock when the macro-economic getting downturn, e.g. the economic crisis in2008; Economic recovery is more difficult in2011, the major economies becoming downturn. During the economic downturn, companies not only to bear pressures for cash flowing and cost, but also have to inspire managers and employees to achieve companies’human resource strategy and organizational goals.Long-term incentive plan is an effective management tool for economic downturn, enabling balance the interests of all parties and help companies to overcome the difficulties, foreign enterprises have been used it for a long time and constantly improved. As the special nature of internal and external environment for Chinese enterprises, long-term incentive plan is only a relatively new topic to the domestic enterprises, but it also the inevitable trend can be expected. Chinese enterprises should learn from international experiences, and strive to build long-term incentive plan suited to their actual situation, to take precautions when the economic becoming downturn. By using the theory of human resources, statistics, management knowledge and collecting a lot of data, charts and cases, eight chapters be composed in this paper, to discuss the necessity and concrete measures of long-term incentive plan for Chinese enterprises when the economic been downturn.The innovations in this paper:the research of object of long-term incentive, be extended from the executives to ordinary employees; the research of tools of long-term incentive, be extended from the dominant tools to the recessive tools; the research involves the state-owned enterprises and non-state enterprises, also, listed companies and non-listed companies controlled by the state-owned enterprises; what’s more, as the characteristics of Chinese enterprises, this paper emphasizes the research of controlling the long-term incentive plan, especially state-owned enterprises.Fourteen maps and nine tables be taken for supporting the discussion. Some of the ideas and materials be drawn from seventy literatures.
