Its core idea is to use limited internal resources to achieve competitive advantage, only to retain the best competitive businesses and outsource other businesses to other companies or institutions which have more advantages and know-how than their own.With the promotion of economic globalization and the rapid development of science and technology, the benefit of IT outsourcing has gradually been recognized. It not only reduces costs and improves service quality, but also help enterprises to improve their core competitiveness. IT outsourcing service trade rises as the main feature of the new industrial world. It brings new opportunities to international service development in China. Therefore, we should follow the trend, seize opportunities of the global IT outsourcing services, actively and rapidly enhance IT outsourcing competitiveness. IT outsourcing service becomes the "green engine" of the national economic growth.The purpose of this paper is to research and analyze of IT outsourcing service development strategy through the development, operation and characteristics of IT outsourcing services based on review of IT outsourcing service theory, analysis, SWOT analysis of the status quo and problems of domestic and foreign outsourcing, success factors and risk analysis. The research shows that IT companies should seize opportunities according to the current IT industry status, work out the development strategy, proactively reorganize and consolidate of resources, greatly develop IT outsourcing business in Europe and American, strengthen the qualified workers, perfect customer and staff management system and deeply cooperate with other excellent IT companies through analyzing cases if they hope to be developed and larger.
