As the governments pay more attention on the circular economy, the corresponding environmental policies and regulations have issued, people’s awareness of environmental protection is also unceasingly improving. These prompt enterprises to improve the understanding of recovery reverse logistics, to strengthen the management of it. In addition, the implementation of the reverse logistics helps the enterprise to reduce the production cost and to improve competitive advantage. At the same time, it also can reduce the waste products and pollution to the environment, and realize the new use of resources. However, when enterprises implement recovery reverse logistics activities and make recovery reverse logistics decisions, most of them only consider the recovery efficiency the recovery reverse logistics brought, and pay little attention to its environmental benefits. One of the main reasons is that enterprises are unable to accurately estimate how much the positive benefits the recovery reverse logistics brought to the environment and how much the environmental cost they need to pay, so they lack the enthusiasm of implementing recovery reverse logistics.This paper analyzes the recovery reverse logistics environmental impact of recovery reverse logistics’operation process and recycling based on externality theory and its characteristics, and argues that the recovery reverse logistics has both environment external economic and external diseconomy. Based on the two aspects of environmental externality, this paper selects the evaluation indexes and then constructs the environmental externality evaluation index system of recovery reverse logistics. Finally this paper uses paper-plastic-aluminum composite packaging recovery reverse logistics in Beijing as an example, and estimates the environmental externality of it by the constructed evaluation index system. From the empirical analysis result, it can come to the conclusion that the environment external economic of recovery reverse logistics is significant.
