Research On Finance Supporting Agriculture Policy Under The Background Of New Socialist Countryside

With opening and reforming, great achievements have been made in industrialization and agricultural development. However, the issues of imbalanced development between rural and urban areas, too big rural and urban disparities and "agriculture, farmer and rural development", not only hamper rural economic development but national economic growth, which makes them crucial to rural social advance and the goal of a well-off society. Government has attached great importance to these issues. Sixteen of the party5in plenary meeting from socialistic modernization overall situation, put forward clearly to build socialistic new rural area of grand target, as the financial work in the new period to point to clear direction. After2004, The State Council issues in succession "Document No.1" focusing on careful planning increasing farmer’s income, improve comprehensive agriculture’s capability and build up a new socialist countryside. Public finance is the important material guarantee of the new rural construction. Nowadays, the construction of new socialist countryside has been implemented throughout the country, large amounts of public funds to tilt to agriculture is the foundation for security to promote new rural construction smoothly, but there are still many areas in the finance supporting agriculture policy of our country need to improve. According to the operation status of China’s finance supporting agriculture policy, the paper analysis the problems and give the rationalization proposals to improve the policy of finance supporting agriculture ultimately.This paper consists of5parts:The first part is the introduction, mainly explains the research background, literature review, research tools and methods, research thought and innovation.The second part introduces the importance of the finance supporting agriculture policy in building a new socialist countryside, which is according to the content of new socialist countryside and finance supporting agriculture policy under the background of new socialist country. The third part explains the current situation of the finance supporting agriculture policy under the background of new socialist country. Firstly, the paper studies the achievements of China’s finance supporting agriculture policy; secondly, it analysis the problems of financial supporting agriculture policy; finally, it makes a deep analysis of the reasons.The fourth part gives the advices to improve the finance supporting agriculture which is according to the consideration of our country’s conditions and many restricting factors of history and reality, and the advices can make the construction of new socialist country better and better.
