Vigorously carried out the forest property right mortgage business at the same time, how can manage it Scientifically and reasonably has become an urgent problem.In this study, with the needs of the forest property right mortgage management, in case of Qingyuan Manchu Autonomous County in Liaoning Province, on the basis of fully learning the mode characteristics and workflow,of local forest property right mortgage management, a Forest Property Right Mortgage Information Management System was designed and developed by using Java technology, and ArcgGIS Server technology.
