The Research On The Current Situation And Factors Influencing Of The Transfer Of Rural Surplus Labor In Yinchuan City

The transfer of rural labor problem is a hot issue related to farmers’ income. Yinchuan, the capital city of Ningxia Hui Autonomous Region, is located in northwest China. Its economic development level is relatively low and very uneven. Though agricultural resources are scarce, agricultural population is larger than carrying capacity. It’s tension between human and land. When the level of agricultural modernization is raised, mechanization of agriculture production has been widely used in Yinchuan. And coupled with ecological migrants, there have been a lot of surplus labor in rural areas of Yinchuan. The large number of farmers retains on the land, but revenue can not be increased. Obviously, this fact hindered the improvement of farmers’ living standards. Transfer employment of surplus labor is an effective way to increase farmers’ income. In the backdrop of China’s efforts to build a new socialist countryside, how to achieve effective transfer of rural surplus labor force in Yinchuan and contribute to the balanced development of the city’s economic and social are very important and meaningful works. Therefore, it has an important practical significance that selected the transfer of rural surplus labor in Yinchuan City as a research proposition.In this paper, first, after the definition of relevant concepts and analysis of the existing theories at home and abroad, the basic situation of the rural labor force is introduced in Yinchuan City. Second, combined with statistical data, the number of surplus labor is actually estimated after the basis study of definition and labor transfer theory. It is found that there is a lot of surplus labor force need to be transferred in the region. Third, current situation of the transfer rural labor is being a descriptive analysis. On the aspect of empirical analysis, author selected eleven factors which affected the transfer of rural surplus labor force and empirical analyzed it. Finally, according to the actual situation, some suggestions such as vigorously developing the regional economy, strengthening of farmers’ education and training, emphasized on the role of the labor intermediary organizations, and speeding up the process of urbanization were put forward which reasonably promoted transfer of rural surplus labor. It’s wished that this paper can be able to help the region’s rural labor transfer.
