Research On The Competitiveness Of China’s Offshore Software Outsourcing

In recent years, the rapid development of the global software industry has formed a large-scale software outsourcing market.This emerging market offers a rare opportunity for the development of China’s software outsourcing and software industry.By virtue of low-cost, high-quality software human resources and well-developed network infrastructure China has gradually made remarkable achievements in the competition of the international software outsourcing market. However, China’s software outsourcing industry, especially offshore software outsourcing industry, is facing intense competition from other countries when accessing to the international market. In such an environment, the inquiry about the competitiveness of China’s offshore software outsourcing and the impact of competitive factors is particularly important and of great significance to China’s rapid economic development and industrial restructuring.Firstly, this paper adopts qualitative analysis on the international competitiveness of china’s offshore software outsourcing industry in accordance with the "diamond" model for qualitative analysis. Secondly, based on the five competitiveness elements of "diamond" model, this paper selects eight representative indicators and quantitatively analyzes china’s offshore software outsourcing competitiveness influential factors. By calculating the output of high-tech industry the domestic income of the software industry, the quantity of R&D personnel and fixed assets investment in the software industry has a positive correlation with the export amount of china’s offshore software outsourcing, and these Factors plays more important role than all the other affecting factors which promote the shore software outsourcing levelopment.Given suggestions promoting the development of china’s offshore software outsourcing industry and enhancing the competitiveness of china’s offshore software outsourcing,we should first consider these improvements countermeasures involving the above factors. The average wages of computer services and software industry has a negative correlation with china’s offshore software outsourcing exports, and this is the proof that many software outsourcing enterprises consider our cheap software labor costs as one of software outsourcing factors.Finally, owing to the problems of china’s offshore software outsourcing industry and the results of empirical analysis competitive impact factors we should improve the competitiveness of software outsourcing enterprises; implement the human resources strategy for software outsourcing industry and deepen the government support and guide to promote the development of the offshore software outsourcing industry.
