The Construction Problems And Countermeasures Of Shanxi Rural Old-age Supporting Security System

As China accelerates the aging population, the farmers also will be surfacedpension issues, which became one of the main problems of China’s modernizationprocess , due to the rural old-age security system developed lateter in China ,it has not been be a good solution.This paper takes the Shanxi province as the study object, we analysis thedevelopment history and current situation, propose some problems in the practiceprocess and analysis the reasons. At last, we propose some advise on how toenhance the reform of rural old-age security systems.This paper is divided intothe following six parts:the first one is introduction；In the second part, thetheory of social security to do with explanation, namely, Marx’s theory of socialsecurity, "state interventionism" theory, "social market economy" theory andthe theory of family pension, and introduced the concept of rural old-agesecurity system ,this system includes the concept of rural old-age securitysystem, the subject and content; The third part analyzes the status of pensionsystem in rural Shanxi Province, including old-age security system in ruralShanxi development process, Shanxi rural old-age security system status, as wellas old-age security in rural areas of Shanxi problems and the practice of old-agesecurity in rural areas in Shanxi practice causes problems in analysis;In theforth chapter, we analysis the problem in the practice and the reasons;In thefifth part,we point out that how to improve the innovotion result of rural old-agesecurity system,learning from both the forein and domestic experience andcombinating the shanxi’s physical truth. At last, we give it a short summary. As the fact of most part of Shanxi have the abundant coal and iron ore resource,we propose the new way to enhance the development of rural old-age securitysystems.It can resolve the local government’s problem about the difficult ofcontributive of capital and it can provide the sustainting financial supportto the new measures called‘one mine one career’, it have an important theoreticaland practical meaning.
