There is a new round of adjustment inglobal economic growth mode, thus the whole world stepped into a period of adjustment. Bystudying the history of the world economic crisis, we can find that each major economiccrisis always emerged some new industries. Strategic and emerging industries are deep fusionof emerging technology and burgeoning industry. They represent the future developmentdirection of science and technology is the world’s countries focus on the development of. Asan eastern coastal province, the economic development of Shandong Province meets manyproblems, such as its unbalanced, uncoordinated, and unsustainable development, although itseconomy grows in a real high speed. It is necessary for the government of Shandong Provinceto exploit all available resources, to enhance policy support, to speed up the training anddevelopment of strategic and emerging industries so as to achieve a historic breakthrough inindustrial development. With the solid industrial base, strong technology innovation ability,Shandong Province has formed a batch of strong enterprises and industry clusters, thereforethe development of strategic and emerging industries are faced both opportunities and someunavoidable difficulties and challenges.This thesis makes a thorough survey and study of the cultivating and developing ofstrategic and emerging industries in Shandong Province with studying Industrial Economics,Regional Economics, and Government Economics theory. First the thesis analyzes thedevelopment of strategic and emerging industries in Shandong Province with SWOT Analysis.We think that with the solid industry base and the strong technical innovation ability,Shandong Province has formed a batch of strong enterprises and industry clusters in someareas, such as in new energy, new material, new electronic information, biomedicine, marinedevelopment and high-end equipment manufacturing areas. There is both breakthroughpotential and market space of the industries, and there are still lots of opportunities. But atthis stage, strategic and emerging industries in Shandong Province are still in initial stage.There are still some problems existing in them, for example, small dimensions, low production value, unbalanced internal structure,etc.Secondly, the thesis puts forward the train of thought, strategic direction and area layoutof strategic and emerging industries in Shandong Province Shandong Province should bebased on the industry foundation, stress development focal point, and adhere to the regionaleconomic development strategy. And in considering the differences between regionalresource, industrial base, and scientific research strength, plan scientifically, make efforts tobuild some main industrial structures, such as Jiaodong Peninsula high-end ManufacturingRegion, the Yellow River Delta Efficient Ecological Manufacturing Region, the SouthernShandong Near-port Industrial Economic Belt and the Ji’nan high and new technologyindustry zone circle with “two belts and two districts”, and thus develop the strategic andemerging industries with the upgrading of the traditional industries.At last, the thesis puts forward some strategic measures for the government to cultivatethe strategic and emerging industries. I think that we should further strengthen the role ofgovernment in the development of strategic and emerging industries, and the construction ofinnovation ability of strategic and emerging industries, enhance technological innovation,improve the financial and policy support system, promote the strategic and emerging industrycluster development, and we should also improve the evaluation system to overcome andprevent short-term behavior during the development of strategic and emerging industries.
