Aiming to ensure that“every sick is treated and every elderly taken care of”, specializedin medical care insurance, endowment insurance, unemployment insurance, employmentinjury insurance and child-bearing insurance, social security administration institutionsmanage authorities authorized by law and legislation that deal with the actual social securityissues.Capability construction of social security administration institutions is an important partof the government system reforms of our country to achieve a complete social securitysystem. It needs not only increasing the staffing and budget and upgrading the technology,but also complying with the aim of constructing the social security system and the principleof constructing the service-oriented government, and carrying out creative andcomprehensive reforms. To build a social security system covering the whole nation with afixed, stable and sustainable aim for development, social security administration institutionsare nominated as executive agents of the service-orientated government thus capabilityconstruction are needed.
