The number of people who involved in the social security system is growing steadily and rapidly. The range it covers and the item it contains are perfecting as time goes by. Thus, the overall level of our social security system had experienced a great improvement and enhancement.However, a series of problem come into existence, which make us realize that the revolution of social security will not be as good as we expected, maybe more harsh and difficult problem we will face nowadays and some day in the future. As we all know, the"Shanghai Social Security Fund Embezzlement Affair"in 2006 has a really bad influence on the social security department's credit, leading to the reduction of the social security department's credibility. Fund embezzlement, corruption, those unhealthy phenomena's coming up result in the dangerous situation which the social security system will involve. The worse or better of the social security system has a close relationship with the nation's prosperity. And of course the social security system is the key point to guarantee our nation's development in steady and rapid pace. And how is the credit situation being may have a direct effect on our government's credit situation and also the credibility which citizens have on the government. The serious situation, harsh problems, will urge us to carry out the self credit management in social security system as soon as possible."Credit Management", a concept which can be seen frequently in the field of finance and commerce and it plays a really important role in regulating those behavior and their operation activities. However, regarding the social security administration department, the concept"Credit Management"can't be seen easily in this field. But we have noticed that the credit situation of itself become more and more serious day by day. And also, we realize the importance and necessity of deploying credit management this concept and its concrete measures into the social security administration department. For social security administration department credit management and its MIS, dose not equal to only one bylaw or information system. However, to some extent, it is a management on one's ideology. Differed with the credit management in the field of finance and commerce, it should cover more on ones' moral consciousness. As a result, during the time that we analyze and design the MIS for social security administration department, we should take a full consideration on ones' initiatives and ideology. By the enhancement of staffs' quality, stimulation, rewards and punishment, we can achieve the goal of deploying credit management.Social security administration department credit management MIS, based on the traditional MIS, combined with the concept of credit management, in accordance with the particularity of social security administration department, will be analyzed and designed by myself. We have noticed that, there is no research in this field. And I do hope that by the analysis and design of this MIS, I can do some contribution to the field of social security administration department credit management.
