Since the beginning of the new century, China’s urbanization process has been accelerated and the social economy has developed rapidly, but many small and medium-sized cities are facing with the contradictions of urban infrastructure and shortage of funds for construction. Through the comparative analysis of the level of urban infrastructure between Quzhou city and other more developed cities, this paper is to seek the "short leg" problem of urban infrastructure Quzhou city. This paper suggests increasing the focus on investment for the weak link, improving the Quzhou city’s urban infrastructure, and enhancing the city carrying capacity. With the analysis of the funding sources and structures of urban construction of Quzhou city, we’ve discovered the problems of Quzhou city facing with, which are the narrow channels of infrastructure financing, structural imbalance of funds, lack of finance platform. So Learning from the experience at home and abroad, and combining with the construction status and financial capacity of Quzhou city, we propose some suggestions of urban infrastructure construction, which are suitable for the facts of Quzhou city. include the city of Quzhou city,small and medium-sized cities should be to expand the total funds for construction of infrastructure, such as land transfer payment, the city operating income, while in the long run should be bigger and solid government financing platform, and gradually shift to the main market financing.
