Against the market economic backdrop today, especially since our joining the WTO, the competition between enterprises has not only confined to the domestic. The curtain has been opened, behind which are world-class competitions. As the competitions rage higher, the competition between enterprises not only lies in capital, technology or talents, the more important is competition of culture. Enterprise culture, which is the soul of an enterprise, compose the core competitiveness of the enterprise and determines the long-term development of the enterprise. However, there are still a lot of problems in the construction of the enterprise culture in domestic countries, especially in state-owned enterprises. The faulty management system and other factors impede the establishment of modern enterprise system, one of the conditions of which is the construction of the enterprise culture and eliminate the influence of the bureaucratic. Affected by the influence of the natural relationship between the enterprise and the government, the government exerts important significance during the process of the culture construction in the state-owned enterprises. For the government, it should not only adjust its position in the market economy, and sort through the relationship with the state-owned enterprises, but also act as the supervisor of the market, and give full play to the role of themselves to constantly promote the culture establishment in the state-owned enterprises.
